Energy-efficient buildings that fulfil the requirements of the future today and meet the needs of users – achieving this goal requires a great deal of preparation. The holistic view of the portfolio must not be forgotten. Energy consumption, technical building challenges and the building envelope are considered from the early planning stage through to the utilisation phase. The focus is on buildings in the municipal environment.

Overview
In the field of energy-efficient buildings, the SIR offers:
- The development of practical tools for a systematic inventory analysis.
- Information and support for municipalities on the topics of energy monitoring and portfolio analysis of municipal buildings (ZEUS energy accounting).
- Assistance with the implementation of national and international requirements for the municipal building stock (EU Energy Efficiency Directive-compliant buildings).
- Information on sustainable building standards (klimaaktiv) with a focus on the refurbishment of municipal buildings.
- Networking the various parties involved in the refurbishment process.
ZEUS Energy Accounting (ZEUS-EBU)
ZEUS Energy Accounting (ZEUS-EBU) is available online and free of charge for local authorities, property developers, property management companies and private individuals.
The platform is easy to use and offers comprehensive analysis options. All important data for recording energy consumption can be collected and analysed in ZEUS-EBU. The results are automatically analysed and graphically displayed in the form of a PDF report and directly on the digital dashboard.
The SIR combines the requirements of the municipalities with a practical tool and takes on the following tasks:
- The ongoing further development of the tool with a view to the changing needs of the municipalities (e.g. in the direction of the EU Energy Efficiency Directive).
- Advice and support during the implementation of municipal energy accounting.
- Diverse information formats relating to the tool and the application options.

Energy Efficiency Directive-compliant buildings (EED III)
When the EU’s Energy Efficiency Directive (EED III) came into force on 11 October 2023, the EU’s path to climate neutrality by 2050 was underpinned once again. Public authorities, i.e. the federal government, federal states, cities and, of course, municipalities, have an important role to play here. Bringing the building stock up to the lowest energy standard and saving energy overall must become widespread.
To date, there is no national legislation that prescribes a detailed implementation of the directive. However, sensible measures can already be taken now in the municipalities in order to be prepared for the future:
- Define responsibility for municipal buildings and energy in the municipality.
- Collect consumption data (e.g. ZEUS energy accounting).
- Order energy certificates for existing municipal buildings.
- Use the advisory services on the EED III approach.
The SIR’s support services are constantly being developed and are aimed at all municipalities that want to get ready for EED III now.
The klimaaktiv building standard
The klimaaktiv Gebäude programme is part of the federal government’s climate protection initiative and has now established itself as THE Austrian hub for energy and sustainability. The SIR is represented in the programme in a dual role with the aim of promoting climate protection and the sustainable development of municipal infrastructures.
As a regional partner, the SIR is responsible for the final quality assurance of the buildings, which are based on the klimaaktiv building standard in the province of Salzburg. We also deal with the processes surrounding building refurbishment and the spread of renewable energy sources. Our consultancy services are aimed at local authorities, property developers and other parties involved in the construction process. It ranges from support in the development of building and energy concepts, assistance in the planning process to networking activities in the form of events, workshops and excursions.
In addition, the SIR is also active in the core team of the klimaaktiv building programme and in this role manages and designs the focal points for municipalities and energy consulting networks.
