With the ‘Smart City Masterplan Salzburg 2025’, the city of Salzburg has given the go-ahead for comprehensive measures in the area of energy and climate protection. Since then, numerous projects throughout the city have been continuously working towards achieving the goals.
Smart City guideline
The commitment of the Smart City is based on three pillars: quality of life, sustainability and innovation. These principles guide all measures and decisions.
- Quality of life: For us, this means clean air, energy-efficient buildings and an intact environment – for the well-being of Salzburg’s inhabitants.
- Sustainability: We minimise our ecological footprint, rely on renewable energies and develop economically and ecologically sensible projects.
- Innovation: We rely on advanced technologies, try out new approaches and develop new ways of working together in administration to overcome challenges.
Smart City Masterplan
The key topics of Smart City Salzburg are based on the central fields of action of the master plan: energy planning, municipal buildings and infrastructure facilities, residential buildings, energy generation and distribution, mobility and people and lifestyle. Each of these fields of action is linked to specific sub-goals that outline the path to a climate-friendly and liveable city of Salzburg. These sub-goals form the basis for concrete measures and strategies to systematically achieve the ambitious climate goals and promote sustainable changes in all areas of life.
Our expertise for the Smart City Salzburg
Since 2015, SIR has been a reliable partner of the City of Salzburg in the implementation of the Smart City Masterplan and is involved in the realisation of a climate-friendly, liveable urban space. The SIR team combines expertise in the fields of energy, climate protection, spatial planning and urban development. Our experts are actively involved in national and international research projects and networks and provide innovative impetus for Salzburg’s Smart City. Thanks to this constellation, the city of Salzburg benefits from a strong partner who contributes both strategically and operationally to the successful implementation of the Smart City Masterplan. Our activities are divided into three central activities:
Project development
We initiate, develop and support projects that bring the Smart City Masterplan to life. Our tasks include:
- Research and implementation projects: Initiation, implementation and monitoring of projects for urban challenges in Salzburg.
- Commissioning: Reports, feasibility studies and energy space analyses.
- Consulting: Technical support for municipal departments.
We currently manage numerous funding projects and internal municipal projects that contribute directly to a Salzburg worth living in. Since the start of Smart City, over 90 projects have been successfully implemented.
Representation of interests
The SIR represents the interests of Smart City Salzburg at local, national and international level. This includes:
- Technical events: Round Tables, cooperation with the Robert Jungk Library and the “Smart City Science Lab”.
- Networking: Participation in networks such as the “Networking Platform for Sustainable Cities”.
- Public relations: Optimisation of the Smart City website.
Through our networking work, we ensure knowledge transfer and promote exchange between administration, science and business.
Organisation and administrative activities
We ensure the organisational basis for the success of the Smart City:
- Coordination of working groups: Planning and moderation of coordination group meetings and retreats.
- Evaluation of masterplan implementation: Monitoring of the e5 audit, achievement of masterplan objectives and annual performance reports.
- Administrative support: Processing of funding applications and documentation of reports, results and project data.
Our work for the Smart City Salzburg
Building on our many years of experience, we support a wide range of projects and formats that contribute to the realisation of Smart City goals. Below we present selected examples from our work.
Round Table Brunch - Impulses for innovative urban development
Smart City has been organising the ‘Smart City Round Table Brunch’ discussion format since 2016. This format has developed into a well-attended exchange of experts that not only addresses innovative topics and provides ideas for the city administration, but also promotes networking between the administration and new stakeholders. It also provides access to the knowledge of renowned national and international experts from various fields.
Smart City takes on the role of innovator and networker. The SIR is responsible for the planning, organisation and implementation of the round tables. A wide range of topics were discussed at over 20 events, including ‘Rethinking cycling’, ‘Car sharing as a building block of the mobility transition’, ‘CO2-free heating and cooling’, ‘New urban quality of life’ and ‘A city in green instead of grey’.

Excursions as a platform for dialogue and networking
Excursions to flagship projects in sustainable urban development are organised as part of Smart City Salzburg. They enable delegations, experts and interested individuals to experience innovative approaches directly on site, build up specialist knowledge and gain inspiration for their own projects.
The excursions are organised and conducted by the SIR. Visits include the flagship projects Friedrich-Inhauser-Straße, Strubergasse, Stadtwerk Lehen, Sportzentrum Nord and Mitte Lehen – places where sustainable urban development becomes visible and the principles of Smart City Salzburg are vividly reflected.
Photovoltaic potential analysis - basis for strategic solar projects
In order to control the expansion of solar energy in a targeted manner, a comprehensive photovoltaic potential analysis was carried out for the city of Salzburg. The aim was to systematically record the technically realisable PV potential on public roof areas and to create a sound basis for decision-making for future projects.
The analysis was developed by Smart City Salzburg together with Studio iSPACE. The SIR supported the development of the web-based solar evaluation service by providing content, technical support and the preparation of additional urban data. This made it possible to determine which roof areas should be prioritised for expansion – particularly with regard to the requirements of the EU Energy Performance of Buildings Directive (EPBD), which gradually stipulates a solar obligation for existing public buildings.
With this basis, Smart City Salzburg supports the city administration in driving forward the expansion of solar energy in a data-based, forward-looking and strategic manner.
